The RF converters don’t work with adapted EF lenses, so forget about that. The RF 100-400 is definitely worth looking at instead. On the slow side, but it has proven to perform quite well. It does not cost much more than the RF 2x converter and will give you more range, better IQ than the 70-300 and better AF. The RF 100-500 is the ultimate option, but at a price.
