RX10IV: how to reduce noise?

When taking photos of small birds that aren't in direct bright light, they tend to be a bit noisy. I don't mean a dark cloudy day late in the afternoon, I just mean not "great" light.

I have shutter speed set to min. 1000. I find any slower introduces blur when small birds aren't sitting still (which they don't for very long!) I have max ISO set to 3200, which has improved the situation somewhat, but I find it is still too noisy. Should I drop the max ISO to 1600, or is that likely to introduce other problems? Or anything else I should try?
