Lumix histogram in viewfinder different from back screen?

Not a big histogram user here, normally have it off and I use zebra patterns mostly, and my eyes. 
However, when switching it on today (GX9), I found that the histogram in the EVF is different from the one on the back screen. Same shape, but a different scale. The back screen is pretty much always clipping somewhere - wherever I point the camera, something is clipping in the histogram, even if you don't expect it based on the scene/exposure. If I then look through the EVF, the histogram has the same shape, but isn't clipping, unless there is really reason to do so.  The scale difference is significant - like clipping on the back screen and only halfway vertically on the EVF.

Is this normal? A setting somewhere?
