I have the Mk I, but I expect it works much the same.

The workaround on the Mk I is to press the exposure lock button (star). You can then spin the rear dial to shift shutter speed/aperture. Obviously exposure is locked at that point, based on where you were pointing the camera at the time, so if you re-compose and want to re-evaluate exposure, you'll have to press it again and re-shift. You can cancel the lock by pressing one of the other buttons twice (not sure why they don't let you long-press the AEL button to cancel, but there you go).

I don't think there's an AEL button on the Mk II, but you can assign the shortcut button to AEL.

Not having a standard program shift does seem like a strange omission on the G1X I and II cameras, which end up with redundant dials in program mode - I expect it's a hangover from powershots with only one dial.
