Videos in Av mode

I have a Canon T8i.

I know that the general rule of thumb for videos is to set your shutter speed at twice the number of your frame rate.

I noticed that when shooting videos in Av mode, my shutter speed and aperture were jumping all over the place as I composed and metered a shot. The I ran across this little Caution in the manual:

So, I have a couple of questions:

1) Would it be better if I just shot videos in Manual Mode and set 1/60th ss for a 30fps video?

2) What if I'm shooting a video of a subject in motion? Wouldn't 1/60th be too slow for a moving car or a running dog, etc.?

I did read one recommendation that it's best if you set a shutter speed anywhere from 1/25th  to 1/125th, otherwise the subject motion will appear to be too jerky.

I'm only at the beginning stage, but so far, I haven't noticed any degradation just leaving it in Av mode, and letting nature take its course.
