In my view, the bean counters at Canon nixed the sensor cover because, as you suggest, the company's view of its target audience for this camera is that they're, well, too unsophisticated either to notice dust spots or to know the importance of a clean image sensor.

The R10 was clearly designed to meet a price point (sub $1,000). To do that, a sensor cover was, I suppose, one of the features that had to go. How much does that save, though? I'd be interested to know.

I still remember the days of spending too much money on sensor cleaning in the DSLR days. (I see that BHPhoto sells generic ones for around $40 a whack.) I'll always prefer a camera that gives me a fighting chance against sensor dust. If you're always shooting at f/2.8, you won't care, but stop down, and you will.
