I realize that this is a huge, open ended question thus the original way I phrased the topic: where / how do I go to learn about video format, etc. And if part of that answer is "go do it", then, fine. I'll go out and experiment, etc. and see what works for me.

On many TV's, on just about any video you can "get-info" to via the stats and see just what resolution/frame rate you're watching.
Plus you can also search for specifically made comparison videos as well, that talk about it. like this one

there is no rule, as everyone has a different preference. some people prefer shooting 4k, others just 1080 (or even 720), some prefer the look of 24fps, others 60fps. and some find the middle ground of 30fps works for them. a lot depends on what you want to shoot and the look you want to go for.
