FF/ASP-C - aperture vs effective focal length

So, Full Frame has more blurred backgrounds at f/1.8 than ASP-C, right?

But, I'm wondering:

Would a FF camera with a 50mm f/1.8 lens have the same blur wide open as the same lens on APS-C (also wide open)?

In other words, does the effective focal length (really field-of-view) of ASP-C effect how of-of-focus a background is?

EDIT: f/1.8 in the 1st sentence is just for comparison purposes. Obviously it'll be the same answer regardless of the aperture.
