Auto ISO and Auto Shutter Speed - unexpected behavior

Using an X-E4 with the Sigma 56mm F1.4 lens, I'm noticing that the camera selects relatively high SS and ISO values when shooting in Aperture priority with Auto ISO set with Min Shutter Speed also set toAuto.  I would expect a lower shutter speed and lower ISO.

Examples - f/1.4, 1/600, ISO4000,   or f/2.5, 1/600, ISO12800

Does the Fuji Auto ISO always prefer a higher ISO to lower shutter speed?    If there is no disadvantage to using higher ISO because of the nature of the sensor, then I could understand this.   I'll probably set Auto ISO to max 3200 and just let it go, but I'd like to understand why Fuji chooses this approach.
