Bluetooth peripheral pairing on a dual OS computer

Bluetooth peripheral pairing on a dual OS computer

I have a Logitech MX Keys Mini keyboard and M650 mouse. They connect to the built-in Intel Bluetooth radio on my NUC11. The Logitech Bolt receiver is not involved. The computer dual boots either Windows 11 or Linux.

When I pair my peripherals in the Linux OS (Kubuntu 22.04), they function fine. When I then reboot into Windows, they no longer function and I have to pair them again in Windows. The same thing vice-versa: functional pairing in Windows results in needing to pair again upon the next Linux boot.

So help me understand Bluetooth peripheral pairing. When a peripheral pairs to a host computer, is it pairing to the physical Bluetooth radio in combination with something unique provided by the computer's OS? Is this the way Bluetooth pairing works or is something funky going with my particular assortment of hardware and software?
