1 mm makes more difference than you might think in an ultrawide - just think of it as a percentage and you'll immediately understand.

The 17-40/4L is a *much* older lens and not nearly as good as the 16-35/4L IS. Also no IS - and although the usual mantra is that you only need IS for longer lenses, it's actually very useful for wide angle if you find yourself hand holding (or even using a monopod) at slow shutter speeds. Think of tight, poorly-lit interiors where you can't set up a tripod. So no, I wouldn't recommend it.
