The only reason can be the pixel density (32MP on APS-C which would be 80MP on FF). In length units, the pixel size is 3.2um and the next 'dense' sensor is the R5 with 4um. But that makes stark requirements for the lenses: lens errors are easier discernable. So the rumored 18-45mm and 18-150mm RF-S lenses should have a very high quality, at least that of the most high-end RF lenses to meet these requirements.

Price can be another reason, but if the R10 entry level APS-C rumors are true, then a (guessed) $1000 body would be an affordable, but when the R7 is really $2000 or even more, a birder or wildlifer who wants to get 'more reach' can rather get an 800mm F11 and shoot with an R5 or even R6. On an R5 one can use crop mode which makes still 17MP, good enough for most purposes. The three times as expensive 100-500 F7 mounted on an R7 has the same FOV and same bokeh as an 800 / 11 on an FF body. The absolute aperture is 500 / 7 is about 800 / 11, about 71mm in both cases.

And I don't read anything anymore about the R8 and R9 rumored earlier, these would be entry level RF bodies to replace the R and RP respectively.

Is Canon now moving to APS-C in the consumer RF camera market ? After abandoning the EF, EF-S and EF-M DSLR market, they have to maintain two different product lines again in the DSLR market : RF and RF-S.
