I downloaded it from Free Download Manager (FDM Lib)

Could not find a "Compatibilty" tab exactly but I bumbled around and it now seems to work fine in my Windows 10.

On max intensity 15 the Oil Painting effect only takes a few seconds and I quite like it, here is my first effort, a new shot of Collioure in Southern France:
