Maybe the lens is made for Siberian conditions. Deeply freeze the lens and brush the stuff off with a vacuum cleaner tube near the brush?

I had it easy with some steel V-blocks for a measuring table, clamped up in a box with foam like that. Dropped them in a thinner that normally does a lot of harm to paints so not recommended for your job.
