I have an X-T2 and very recently an X-E4 and do not do any video. Being old as dirt, or pretty close to it, I found that there were times when I could not shoot handheld, requiring me to use my monopod or tripod with the X-T2. So I decided to get a Fuji with IBIS and like you came down to a choice of a used X-H1 or or an X-S10, preferably also used.
In the end, I decided on the X-H1for several reasons. The X-H1 and the X-T2 share the same 24mp sensor and processor so the results using the same lens would be no different. They both share the same big bright EVF and same tilting LCD, along with all of the major analog controls, except for the loss of the exposure compensation dial on the X-H1, which I never use anyway and find an annoyance. Except for the items relating to IBIS and the small secondary information LCD on the top deck of the X-H1, the menus are identical. So almost zero learning curve and of course, the cost difference. Except for the newer 26mp sensor and processor, there is almost no difference between my X-T2 and your X-T3, so the X-T3/X-H1 experience would be very similar, while the X-S10 is a departure from Fuji's traditional analog control system.
The IBIS on the X-H1 solved my handheld problem, but the X-H1 feels huge and a lot heavier than my X-T2 and in the end I decided it was too big for me and sold it after about six weeks. Now that I have the absolute minimalist X-E4, I keep thinking that an X-S10 might be an interesting upgrade from the X-T2. The only thing holding me back is the two things I hate are articulating LCDs and declicked aperture rings and besides the PASM dial, Fuji stuck an articulating LCD on the X-S10.
Thanks a lot! Yes XH1 and XS10 are a photo finish!
