One could argue that Canon is segmenting the APS-C to be strictly amateur and FF to be anything just remotely enthusiast. IOW, if you have any aspirations, your first move must be to FF RF mount.

Within that segment there'll be better or worse lenses, but not all EF lenses are equally good either. 17-40, 75-300, 50/1.8 come to mind as cheapish and not well regarded.

Birders are willing to spend big money on lenses, so a high resolution FF body, enabling cropping for extra reach, may seem like a more profitable business model for Canon than the R7.
