Are the old Fuji lenses made in Japan better than the newer ones of the same model?

I've always heard here and there that the old copies of the 18-55mm that are made in Japan have better IQ than the newer copies of the 18-55mm.

Now I'm seeking in the used market for a copy of the 23mm f/1.4 R and a seller claims that his copy is better because it is old and made in Japan.

Is all of this a myth or has anyone compared the Japan copies vs the elsewhere copies of a same lens?

BONUS QUESTION: Will the clutch mechanism to switch from AF to MF in the 23mm f/1.4 activate automatically focus peaking when switching it to MF in my X-S10?
