I'm not exactly certain about your exact issue with the EF to M lens adapter. On the Viltrox adapter the "bump" on the bottom of the adapter is removable. I'm not sure if this is removable on the official Canon adapter or on adapters made by other manufacturers.

I can confirm that that "bump" on the bottom of the Canon adapter is not removable. It is part of the body of the tripod foot.

The "bump" on the Canon adapter is more like a flange. It's located on the camera side of the adapter, and apparently serves to keep the adapter from rotating. The red arrow in the photo below is the flange I'm referring to.

That "bump" also prevents me from using the tripod foot on the adapter with my apparently-now-discontinued SmallRig LCC2516 L-bracket.

But even if you could attach the bracket with the mount adapter installed, the foot would obstruct the clamp on your tripod. And if you were using the L-bracket, you wouldn't be using the foot. So why not just detach it and work?

The foot is attached with a hand screw, and it's easy enough to detach and stuff in your pocket any time you wouldn't need it but you don't want to be fumbling around with allen keys to remove the bracket every time you wanted to switch to a heavier lens, in the field.
