In manual mode, this is the light meter. If you half-press the shutter you will see it stop moving since exposure is ALWAYS locked to the shutter speed, aperture, and ISO you manually set.

If you set the camera to one of the automatic modes, aperture priority, for example, you will not see the light meter moving around and the final exposure is locked when you half-press the shutter.
