Fixed-lens cameras often do have mechanical shutters, but they are leaf shutters in the lenses, rather than vertical focal-plane shutters. They are not using electronic shutters. Because leaf shutters fully cover and uncover the entire lens area at all shutter speed, that is why they can flash sync at every speed, unlike focal-plane shutters which, at a certain speed, switch to a "moving slit" rather than fully uncovering and covering the image area.
