Look at the Slik Pro CF-834. Minimum height is 7.5", maximum height is 65", legs take spikes, center column is removable and reversible, but key is that you can just unscrew the bottom part of the center column to quickly set it up at the lowest height. Has a center column hook to hang a camera bag for increased stability.

I would add a leveling base, rather than spend time trying to level the tripod (since you are using a pan/tilt head). You might look at the Neewer Tripod Leveling Base.®-Leveling-Cameras-Tripods-Monopods/dp/B00MVNBTDG/

Thanks for the suggestion, however after trying an Innorel carbon fibre tripod and not liking the way the legs flexed easily, I have decided against carbon firbe tripods. I have decided to get a second small and short tripod instead of trying to find an all in one solution and find one that I could carry around and still be able to carry my normal tripod as well.
