First of all don’t use Avisynth. It’s old and outdated. Do deinterlace and upres footage i would use Hybrid Media Encoder. Make sure you’re using Vapoursynth within Hybrid. I would then make sure to select QTGMC and set it to very slow with bobbing on. Then set the sizing filter to Lanczos and put in your desire resolution. This is the best way to deinterlace and upres. Programs like Topaz are horrible a deinterlacing and you can’t get 60p footage from 60i footage. 
Once you get your 60p upres’d footage, i would edit in resolve in a 60p project. Pretty sure if you encode to ProRes you can edit perfectly fine in the free version of resolve. 
In resolve i like to lower the saturation and increase the midtown detail to just get it a little cleaner. 
I think that’s the best way to go about it though.
