Scaling down a Bayer image will increase its sharpness so it will look more Foveon-like. What the author does is scaling it down while it's still in RAW-like state thus skipping the demosaic part as it happens naturally. Interesting technique for scaling, and the pixels become full-color like Foveon, but color space is not Foveon.

It's like scaling down, but it eliminates interpolation-related modification of superpixel brightness and color.  In this way, it is more like what happens in a Foveon, which does not use interpolation.  And, it is a good way to make use of a high-megapixel sensor.

In Bayer interpolation, pixels 2 or 3 diameters away from the one of interest usually affect the color and brightness.  This is why a lot of sharpening is typically applied to Bayer images.  No need for this with superpixel deBayering.

Agreed, the color space is determined by the passbands of the color filters on the sensor, not the silicon itself.  But color filters can be more easily changed.
