Where to get "make a video" fundamentals

I've been practicing photography for a very long time, and each of my digital cameras was able to record video. But other than some videos of the kids in the sprinkler, I never took the video side seriously at all.

My most recent cameras are exceedingly capable with video, offering a wide array of resolutions, frame rates, and other stuff of which I confess I am utterly ignorant. Is there a good training course for the fundamentals of deciding which of these formats, frame rates, etc. I need to decide upon when making a video? Why would I choose 24p over 30p? Or 60p or 120p? Why do I need a LUT? I can do 4K - should I? What about 8K? It seems there could be a dozen decision points in making a .mov file or a .mp4 - what are the criteria that I use to make those decisions?
