I'm not sure if your are asking for 28mm equivalent or just 28mm. Anyway, there is the old Nikon 18mm f/2.8D which you can find used which would be equivalent to 27mm on the D500. Apparently, some really good old glass, cause' they're proud of them on EBAY.

The actual 28mm, Nikon AF FX NIKKOR 28mm f/1.8G is a newer lens, which would be 42mm equivalent on the D500.

If you don't really need the speed, and want to go cheap and wide, the Nikon AF-P DX NIKKOR 10-20mm f/4.5-5.6G VR is actually a pretty nice, very light and little lens for daylight.  I have one, and have carried it in my pocket on occasion. It works out as a 15-30mm equivalent.
