Is there a way? Yes.

The Masking Tools provide a way to select for Luminance.

The Luminance slider can be made very narrow for a specific 'range' of tones (Shadows, Midtones, Highlights).

Then you have all the adjustment sliders (Exposure, etc.) that only affect the selected tones.

Even the 'HUE' slider can be used to change the color of the selected mask areas.

Luminance range selected 53-67.   Feathering of mask range 78-88.   B&W Overlay to visualize mask.

Hue changed for tones indicated by 'white' in the mask.
