They're compatible as long as the signal they're trying to transmit is supported by the version of HDMI that's used at both ends. But if, for example, he wants to capture 24-bit 4Kp60 video from some future HDMI 2.x camera with an HDMI 1.4 video card then he'll be out of luck.
Mind you, anything from that category is going to experience a USB bottleneck unless it supports compression, in which case it'll be significantly more expensive.
Where does USB come into the picture??? He's talking about a capture card, which I assume means he's not talking about a capture dongle.
To be fair, these days the term "capture card" is rarely used to just denote internal PCIe cards and their ilk, but is also synonymous with the vast majority of external capture cards that typically connect to a computer via USB or Thunderbolt.
