regarding 3.) my personal experience is tha the UW-camera (on a tray), held in both hands, is not really an obstacle: when snorkeling (nowadays called "Apnoe"), I hold my hands and arms anyway in front of my head, it does not really make a difference whether they hold a camera with tray or nothing...
