I have used the TC14 on a 70-200 and it is acceptable. I would never use the TC20 for action and I've never tested the TC17. With the TC14 you only lose 1 stop and loss of focus speed is minimal. Based on your choice though, I agree with the 70-200 and I would pair it at times with a TC14. When working, I used a 200-400 f4 for near field and a 600mm f4 for more distance. I would rarely carry the 70-200 unless on a 3rd body.
