Same situation, different lenses, what's going on??

Yeah but to determine the problem, first the lens has to be tested on a good known Nikon DSLR camera not a Fuji mirrorless (with) some adapter on it. If the OP's D90 is defective as well then that's not helping either and you will be going around in circles frustrated.

The only difference between this lens on a Fuji and this lens on a Nikon is the adapter. The lens will not by some magic change it is optical properties just because there is a different body and senor behind it

All I can say is that I have done similar things using similar adapters and the image quality looks like garbage. Is not the same thing

Well, I have been usign different adapters and some of them did this - but not always. It depends on the light and the f-stop. May be it is not the adpater (though I strongly suspect it is). But it certainly is not something that would change just because there is a different camera behind the lens. But the OP is going to run some tests and we wil soon know more.
