There was a discussion on this sort of thing recently here .

Bear in mind that the bit rate is a nominal average setting. You specify the target bit rate and the coding/capture software adjusts the amount of compression to achieve that average. The methods used depend on the type of bit rate control specified such as Variable bit rate, constant bit rate etc.

For the situation you describe, you could probably expect slightly better quality with 50 fps because there would be slightly less compression.
