You might be comparing apples to oranges.

The 80-400 launched in 2013 at about £2,499 in the UK - and is currently street discounted to £1,999.

The 100-400 in theory in the UK launches at 2,699 (about 7.5% more than the F launch) - although it seems there have been no 100-400 in the UK since the prew Christmas launch.

If the 100-400 street discounts 15% within 2 years it will be around £2,300.

Digressing - since the launch of the Z9 the UK street discount on many F mount lenses has increased.
