Can digital zoom have the same quality as optical zoom using more megapixels?

Can digital zoom have the same quality as optical zoom using more megapixels?

It is very common for smartphone cameras to only have digital zoom, except for some more expensive models.

The cheapest smartphones use a 12mp camera with 4x digital zoom, which generates a blurry image. But some more advanced smartphones use 48mp cameras, and at 4x digital zoom they simply crop the image by 4x giving a very sharp 12mp output.

So I made two observations:
1- The concept of zoom is simply to bring the scene closer, making the objects larger.
2- A camera with more megapixels generates a larger scene, with larger objects.

Can digital zoom have the same quality as optical zoom using more megapixels?
