On the R5 for Shooting Modes (C1 - C3) I can't set the shutter speed faster than 3.2"

On the R5 for Shooting Modes (C1 - C3) I can't set the shutter speed faster than 3.2"

Any idea what's going on...I was under the impression these modes were supposed to allow you some flexibility...seems odd that you could only use shutter speeds as fast as 3"....No clue what's happening, my shutter speed. I also can't change the aperture, but I CAN change the ISO....I'm assuming I'm blatantly missing something here, because these 3 shooting modes are useless if what I'm seeing is really the limit for what you can do with them.
