Does 24 fps always need nd filter?

Does 24 fps always need nd filter?

I am just moving over to video from photography, and will be shooting most of my footage at 24 fps. Shutter on my camera 1/50

Having never gone this low but looking at other footage shot at this frame rate, everything seems to be in focus well (apart from motion blur if movement). In photography, it's at least double focus lense to be in focus. Is video different here?

As I will be shooting at 1/50, it also seems like I need to get an nd filter, unless I want to shoot at around f10. Is this right?
