Perhaps you are looking for Emmanuelle Béart. Quite a beauty! Good looks certainly aid cinematography. The other essentials are control of lighting. For instance, that shot of EB with a bus in the background almost certainly required some sort of fill-in light, whether by reflector or lamps, to keep the face from appearing as a shadow due to the brilliant back-lighting.  The shot may also have required a neutral density filter to avoid blowing out the highlights.

The other shots also had to be staged in such a way as to optimize the light balance.

The use of film, professionally graded, also helped.  But to work with 35mm color film, with an Arriflex or Panavision camera, is very expensive.

"L'enfer" (hell) seems to have a very sad story.  But it is also what people will face if they spend money on a camera they think will make their video somehow cinematic.  Actually, just about any mid-range camera, or even a late model phone, will suffice in terms of capture alone.  But other factors weigh much more in determining the quality of the result.  If the content is sad or boring, it will certainly require far more than a high-end camera to keep an audience's attention.
