I've been researching this problem for awhile and it looks like it is the IBIS that causes the noise. The thing is, the IBIS is on even when we set it to off, because when you set it to off, you only tell the camera that you don't want it to deliberately counter the movement of the camera but it remains on to keep the sensor steady in place.

I've tried different settings, tried to detach the lens and so on and nothing affects the noise.

The noise stops entirely and immediately when you switch to Playback mode and in my case the noise gets noticeably lower when I switch to the Video mode. I'm not sure why it is getting quiet in the Video mode though. I may assume there is some sort of noise reduction to prevent the noise from being recorded, I don't know.

But it looks like there is similar "problem" with Fuji X-H1 and Fuji X-T4 models as well and both of them utilise IBIS. And cameras with IBIS are rarely seen in the Fuji's line up.
