Yes, you can use an X1T-C to trigger a 430EX II on an X1R-C receiver and a Godox TT350C via its built-in internal transceiver at the same time.

The issue is going to be if you have a 430EX and not a 430 EX II on the Godox receiver. IIRC, the 430EX and 580EX and earlier models of Canon speedlites (e.g., 550EX) are not fully compatible with the X1R receiver.

I think Godox reverse-engineered remote settings control over Canon flashes via the camera-menu communication protocol with the hotshoe. And the 430EX and 580EX (mark I) models don't do camera-menu communication. I ran into a lot of issues attempting to use a 430EX and 580EX with Yongnuo YN-622C transceivers that was very similar. You may only be able to fire the flash manually, and you'll have to tape off non-sync contacts to set the flash power/zoom, etc. manually. And this of course means no TTL, and no HSS.

There's also the small fact that X1R receivers appear to be out of stock everywhere, and on backorder until at least March.

Just me, but if you don't care about TTL, it may make more sense at the moment to blow $65 on a TT600 rather than $40 on an X1R-C, if you want a second off-camera flash to go with your TT350, or to just go whole hog and blow $110 on a Godox TT685-C or $130 on a Godox TT685 II-C if you want TTL.

Also, if you purchased your X1T-C used, you may want to check the firmware version (hold down the MODE button while turning it on), since I believe it required a firmware update back in the day to be compatible with the M5/M6 when they were released.

If you haven't yet purchased an X1T-C, I would advocate that you consider one of the three newer models: the X2T-C ($60), XPro-C ($70) or Flashpoint R2 Pro II-C ($70), as they have much better UIs and feature sets than the X1T. The $20 you save you may be paying for in PITAness as you accidentally change settings with forehead bumps and deal with the fiddly control dial.

I think I've got the 430-II since it worked flawlessly with 5D mark II and the YN622 triggers.
