Hi, I suppose you mean window glass, right?
ND filters have nothing to do with.

CPL will help , but you must know, that it still eats the light, which is no big deal when flash and camera is on auto. Seconds, you need shoot more shots, rotate the filter and check the picture inbetween for the effect.

As to my experience, you can use indirect flash too, or change the angle towards the subject.
Bigger problem is, when the glass is dirty, like in a bus.

If you mean glass as an art , bottles, cups etc, the controlled reflection is actually what makes that picture.
