An Update (in case anyone was wondering)
I sold all my Canon equipment to Adorama, and received my XT3 with the 18-55 f2.4-4 kit lens 6 days ago. I read the manual (yes, I do that) and set my camera up and started shooting indoors and outdoors excitedly.
Last night, I downloaded my RAW files to Capture One, did some PP only to discover that the lens absolutely sucks.
Honestly, it is the worst lens that I've EVER shot with (and I owned the Canon zoom that was berated as the worst Canon lens ever made). Every single shot...even those with low shutter speed, with IS enabled, in the golden hour, is completely lacking sharpness. Even the spot I was specifically focusing on (my sleeping dog's nose) is blurred!
On top of that, the camera body reset to factory defaults both times I took the battery out to charge.
I truly hope that I just had the worst luck and both body and lens were defective. Now to wait for the return process to get my money back and decide where I go from here. I didn't opt for an even exchange because I don't want to cycle through 3 versions of the lens to find one that is actually worth using.
Well there's something wrong for sure, i don't have that lens but i have an XT3 and another Fuji body and use several lenses and get sharp photos regularly. Below is a shot with their 50mm @ f/1 and it's pretty darn sharp. If they can produce this at f/1, there's no issue with Fuji lenses by design. Im guessing the IS of your lens is messed up, which would explain the consistency of it, but just a guess.

Looks like either the Camera or lens, or both, but if you liked Fuji when you rented it, have faith. I recently bought a Canon R6 but didn't keep it, in favor of my Fujis. And that's saying a lot as i have a 135L, 50 STM and 85 1.8 that i have been using on my Fujis with adapter, so the R6 had some good glass to use. Fuji just has something special about them.
I can't speak much of their zooms as i don't have one yet but Fuji primes are pretty good, every bit as good as my 135L from Canon. Speaking of which, here's one razor sharp shot with the XS10. One thing i LOVE about Fuji is the skin tones.
