I may be a little biased because 45mm equivalent is my favorite focal length, but I find it a great walking around lens. It's not perfect at any one thing, but it does many things well in a small package.

For example, it might not be quite as sharp or as fast as the 32mm, but it is still optically superior to the kit zooms and offers stabilization. In many cases, I would rather take a picture of something static like a landscape or artwork at f5.6 stabilized than need to go down to f2 to keep my shutter speed up or carry a tripod.

A longer macro lens like the 100mm will obviously walk it in regards to dedicated macro, but like you note, the 100mm is a much larger and more awkward package to carry around. With the lightweight 28mm, you can easily bring it on a walk, take some landscapes, maybe a portrait, and then also get pictures of some cool bug or plant detail you find without being limited by a heavy telephoto. Maybe you go to a museum or a show of some sort (car, boat, garden, etc.) and want something appropriate for general coverage but also want to get some close-up details. You get both in the same lens.

The macro working distance is a limiting factor (you need to get very close to your subjects), but it's also the only lens out there (besides the EF-S 35mm) to have built-in macro lights. Not only that, but they are configurable for two brightness settings and left/right lights can be be toggled separately.

It's also worth noting that it is fairly cheap at only 300 usd. If you really love shallow depth of field or don't care for macro, this probably isn't the lens for you. But if you had to pick a single light prime to carry with you, the 28mm unlocks a lot of possibilities.
