Contrary to what you think, there is not enough light for your subject on a UK winter afternoon, although you can get a good picture of a still subject using a wide aperture, slow shutter speed and no flash, this arrangement is no good for a moving subject ... you definitely need flash and a smaller aperture (larger f number).

With more modern cameras you can increase the ISO to enable you to use faster shutter speeds in low light but the 350D doesn't perform so well in these circumstances and the best way is to use a low ISO but add light.
