Devices conforming to the USB Power Delivery spec need to communicate. (Though I think they can fall back on 5V/1A?) C is just the physical connector, and what version of the spec communicates over it is determined by the device it's on and how it's wired up. Given that the item in question here is presumably a simple cheapish DC-DC booster, I would assume it probably expects just a dumb 5V/2A supply unless it explicitly has "Power Delivery" or "PD" in the name.
