A7C with external TTL flash exposure question

Hi,

Happy Holidays everyone!

I have just purchased a FlashQ X20 flash for my A7C. It has TTL function, but it over exposes often. My assumption is that in TTL mode, it will fire the minimum strength 1/64, even if it will way over expose the photo. For example, in a scene, I had SS at 160, aperture at 3.2, iso at 200, but I was only 1 meter away form the subject (a toy), the flash over exposed the entire scene. I tried the lowest manual output at 1/64, it did the same thing. If I didn’t have the flash, it would be under exposed by at least 2 stops. Meaning it needed some extra light, but lower than the lowest mannual output from the flash.

Is my assumption correct(ttl will fire at least 1/64 strength)? I have being researching a bit, could not get an answer.
