DPR's DR test plot - JPEG - why 'S' shaped?

For example, the Canon 50D:

Ignore 50 ISO.

Bearing in mind that sensors are linear, by and large, what causes the curve to be 'S' shaped rather than linear?

Is this curve deliberately shaped thus by the manufacturer - so as to claim more "dynamic range" in spite of the reduced contrast at each end?

P.S. I am going along with DPR's use of the term "dynamic range" while realizing that it is really a property of the sensor.
