Do CPLs always reduce reflections even at the minimum setting?

Somewhat a technical question.  I know CPLs reduce polarized reflections and the amount can be varied based on the orientation of the filter.  My question is, when the filter is at its minimum 'setting' for reducing reflections (strongest reflections going through), how much reflection reduction is still happening compared to not having the filter there at all?  I hope that makes sense.  I have a study I'm doing that requires reflection control but I also want to be able to capture full strength reflections if wanted.
