Q2 sensor overload?

I love the Q2 and have used it extensively. The situation I am about to describe is puzzling me. I am on a sandbank on a sunny uk day with plenty of reflection off sand and the sea. ISO 200, 1/250 SS generated  by the camera in aperture priority at f11. I get  a very poor image which on a histogram shows minimal dynamic range, everything bunched in the centre. It’s still a 55.7mb file but resolution and detail is like something from 25 years ago, really bad. My Q2 is normally fine, but when brightness and reflection of the scene gets high it is falling apart. In less bright conditions the Q2 imagery is always a joy, but when it goes super bright and a small aperture it is having serious problems. It’s occasional shooting, but the files are unrecoverable and always raw/dog. It could be diffraction - but surely f11 on a full frame Leica should be ok?
