Nikon Z system lens strategy?

This is a two-part question, but both parts are different sides of the same coin:

When learning about the Z system, I noticed all native lenses sport a relatively small aperture (aka "slow").

I also realize FTZ adapter exists.

So, first part of my question: is this part of a public, documented strategy by Nikon to provide smaller native lenses while pushing legacy lenses for more specialized tools (i.e. f/1.4 lenses)?

Second part of my question: what strategy have you as an individual photographer used when assembling a Z system (e.g. native lenses for general use coupled with an FTZ adapter with some legacy lenses for special uses) that works effectively for you?

TL;DR: I'm interested in understanding Nikon's strategy (if it is documented) as well as folks' individual strategies when building out their lens line-up.
