It's easier to make sharper lenses for larger sensors, because smaller sensor images have to be enlarged more than larger sensor images to get the same resulting picture size. At the same lp/mm, lenses for larger formats will look better.

Why then are quality FF lenses so expensive?

Pricing is a function of the market. Camera companies charge to maximize profit, which may or may not bear any relation to manufacturing costs.

High quality lenses of all sorts tend to be expensive, but there are numerous examples of smaller sensor lenses being more expensive than FF equivalents. By equivalent I mean same angle of view and aperture (not f-number).

What a lot of people don't realize is that there's a huge difference in the quality of glass used for an expensive lens and the glass used for making an inexpensive lens.
