Two benefits:

1. If the pack is heavy and the waist belt is designed to place some of that load on the hips.  Typically these kind are more integrated and not easy to cut off.

2. If you are moving over rough terrain or moving fast over more gentle terrain and want the bag to stay close and tight to body.

Otherwise remove it.  But keep in mind #2 can come up unexpectedly and if you need to run without a waist strap it can be very annoying.
